That further to the confidential correspondence dated December 4, 2024 and verbal report from Ms. Trish Hayes, CEO/Chief Librarian Midland Public Library and related discussions during the Closed Meeting session held on December 4, 2024, Council herein confirms the appointment of the following individuals to the Midland Public Library Board for a term to coincide with the term of Council: Vaishali Patel Irina Ayres Bryde Desroches

That Council receive as information and confirm the directions as outlined in the confidential verbal report and update provided by the Chief Administrative Officer at the Closed Meeting Session of Council held December 4, 2024, with respect to the Status/Organization Updates.

That the contents of the Regular Council with Closed Session Agenda for December 4, 2024, be approved.

That Council resolve into the Committee of the Whole.

That Staff Report CSR-2024-115, Official Plan Amendment Public Meeting, File No.: OPA-03-24 and Zoning By-law Amendment Public Meeting, File No.: ZBA-03-24, for 983 Yonge Street, dated December 4, 2024, be received for information.

That Staff Report CSR-2024-114, Official Plan Amendment Public Meeting, File No.: OPA-02-24, and Zoning By-law Amendment Public Meeting, File No.: ZBA-02-24, for 16728 Highway 12, dated December 4, 2024, be received for information.

That Council accept the Presentation by Desiree Salis, Manager of Development and Communications of La Maison Rosewood Shelter for information purposes; and 1. That Council support the implementation of a Purple Bench to honor victims and raise awareness of intimate partner violence; and 2. That Council direct Staff to prepare a report to be provided at a future Council meeting outlining the logistics of implementing the Purple Bench initiative.

That Staff Report CSR-2024-113, Automated Speed Enforcement/Administrative Penalties Program, dated December 4, 2024, be received; and 1. That Council authorize and direct Staff to proceed as necessary to implement the Pilot Project for Automated Speed Enforcement.

That Staff Report CSR-2024-111, Status and Future of Culture Alliance, dated December 4, 2024, be received; and 2.That the Town of Midland withdraw participation from the Culture Alliance and re-invest the annual budgetary allocation for the Culture Alliance into Town of Midland cultural programming and activities, subject to Council approval as part of the annual budgetary process, effective April 30, 2025.

That the presentation provided by Mr. Sean Kelly and Ms. Tatijana Vukovic, Landscape Architects of SKA pl.ural, with respect to the Splash Pad, be received for information.

That pursuant to Section 6.2 e) of Procedure By-law 2022-2, Council agrees to remain in session past 10:00 p.m. in order to deal with the remaining items included on the Agenda.

That Staff Report CSR-2024-109, Council’s Strategic Plan Mid-term Report, dated December 4, 2024, be received; and 1.That Staff are directed to continue to align activities with the Strategic Plan priorities and provide annual updates on the Council Strategic Plan and dashboard.

That Staff Report CSR-2024-108, 2025 Budget Presentation, dated December 4, 2024, be received for information.

That Staff Report CSR-2024-97, Procurement By-law Update, December 4, 2024, be received; and 1. That By-Law 2024-58 be passed and enacted.

That Staff Report CSR-2024-116, Emergency Management Program, Emergency Response Plan By-Law, and Terms of Reference dated December 4, 2024, be received; and 1. That the attached By-law to adopt the new Emergency Management Program for the Emergency Response Plan and the revised Terms of Reference be passed and enacted.

That the Committee of the Whole rise and report.

That a tree be planted in memory of Deputy Mayor Contin and Councillor Downer at a location within the Town of Midland, to be determined in Spring of 2025.

That By-law 2024-64 being a By-law to adopt the proceedings of the Regular Council Meeting with Closed Session held December 4, 2024, be passed and enacted.

That this Regular Meeting of Council with Closed Session adjourn at 11:55 p.m.

That this Closed Meeting of Council be adjourned at 5:39 p.m. and that Council now rise and report to Open Session

That the recommendations of the Committee of the Whole for the meeting of December 4, 2024, be adopted as Resolutions of Council
