Regular Council

That Council move into closed session; And further that this portion of the meeting be closed to the public pursuant to Section 239 of the Municipal Act, 2001, as indicated; (2)(b) personal matters about an identifiable individual  Committee and Board Appointments (2)(b) personal matters about an identifiable individual  CAO Organizational Update

That this Closed Meeting of Council be adjourned at 5:47 p.m. and that Council now rise and report to Open Session.

That the contents of the Regular Council with Closed Session Agenda for February 28, 2024, be approved.

That the items and related recommendations contained within the February 28, 2024, Consent Agenda as consent items having been considered by Council be adopted, with the exception of:  Item 10.4.5 CSR-2024-25 Southern Georgian Bay OPP Detachment Board which will be considered under Section “17.0 Reports and other items

That Council resolve into the Committee of the Whole.

That Staff Report CSR-2024-25, Southern Georgian Bay OPP Detachment Board, dated February 28, 2024, be received; and 1.That Council approve the proposed Southern Georgian Bay OPP Detachment Board selection and appointments process; and 2.That Council authorize the Chief Administrative Officer to execute the Memorandum of Understanding as set out as Appendix “A”; and 3.That the Chief Administrative Officer have delegated authority to proceed with all necessary steps to ensure compliance with the Community Safety and Policing Act, 2019 S.O. 2019, c. 1 Sched. 1 and the formation of the Southern Georgian Bay OPP Detachment Board; and 4.That the term of the appointment of Mayor Bill Gordon, Councillor Jim Downer and Mike Osborne to the Midland Police Services Board be deemed completed and fulfilled as at March 31, 2024.

That the Committee of the Whole rise and report.

That the recommendations of the Committee of the Whole for the meeting of February 28, 2024, be adopted as Resolutions of Council.

That Staff provide a report to Council to investigate the costs and feasibility of running the Butter Tart Festival for 2 days.

That the following By-laws: By-law 2024-16 Agreement between the Corporation of the Town of Midland and Southern Georgian Bay Farmers’ Markets to provide for an Outdoor Farmers’ Market for 2024. By-law 2024-17 Adopt Amendment No. 2 to the Town of Midland Official Plan. By-law 2024-18 Amend By-law 2024-13 to set the 2024 Rates for Water and Sewer Services. be passed and enacted.

That this Regular Meeting of Council with Closed Session adjourn at 7:03 p.m.
